FRANKLIN TOWNSHIP YORK COUNTY, PENNSYLVANIA

 THE BOARD OF SUPERVISORS OF FRANKLIN TOWNSHIP WILL HOLD A PUBLIC MEETING ON SEPTEMBER 19, 2018, AT 7:00 P.M. AT 150 CENTURY LANE, DILLSBURG, PENNSYLVANIA FOR THE PURPOSE OF CONSIDERING THE ENACTMENT OF THE FOLLOWING ORDINANCE.  ON SEPTEMBER 19, 2018, IMMEDIATELY AFTER THE CONCLUSION OF THE PUBLIC HEARING, THE BOARD OF SUPERVISORS INTENDS TO VOTE ON WHETHER TO ADOPT THE ORDINANCE: ORDINANCE NO. 2018-3 AN ORDINANCE AMENDING THE FRANKLIN TOWNSHIP ZONING ORDINANCE (ORDINANCE NO. 2006-1, as amended) TO REPLACE SECTION 205, PERTAINING TO STEEP SLOPES, TO ELIMINATE THE STEEP SLOPE CONSERVATION OVERLAY AND REPLACE IT WITH SITE-SPECIFIC REGULATIONS, TO PROVIDE A DEFINITION OF SLOPE AND STEEP SLOPE, TO AMEND CROSS REFERENCES IN ANY ZONING DISTRICT TO STEEP SLOPE, AND TO AMEND THE ZONING MAP TO ELIMINATE THE STEEP SLOPE CONSERVATION OVERLAY

            The purpose of this Ordinance is to define and regulate the disturbance of steep slopes.  This Ordinance provides that disturbance of steep slopes will require a conditional use hearing before the Board of Supervisors in all cases unless the type of disturbance is strictly prohibited.  The Ordinance states what information shall be included with conditional use applications and the criteria to be considered by the Board of Supervisors when deciding a conditional use.  This Ordinance will remove from the Franklin Township Zoning Map the Steep Slopes Conservation Overlay.  It will also remove from the Franklin Township Zoning Map the Floodplain Conservation Overlay, which was rendered moot by the adoption of Flood Insurance Rate Maps by Ordinance No. 2015-4, which amended the Floodplain Conservation Overlay section of the Zoning Ordinance.

The full text of Proposed Ordinance No. 2018-3, along with the revised Zoning Map, is on file for inspection and review without charge (or a copy may be obtained for a charge not greater than the cost thereof) at Franklin Township’s offices at 150 Century Lane, Dillsburg, Pennsylvania.  Copies of the same have been provided to and may be reviewed at the Dillsburg Banner, a newspaper of general circulation, as well as the York County Court Self-Help Center, York County Judicial Center, 4th Floor, 45 N. George St., York, PA 17401.

The public is also encouraged to check the Franklin Township website at www.franklintownship.org.

The Franklin Township Board of Supervisors will be holding a Workshop Meeting Wednesday, August 29, 2018 beginning at 6:30 p.m. to discuss recommendations to revise the Franklin Township York County Board of Supervisors Municipal Handbook of Rules, Regulations, Benefits and Job Descriptions for Township Officials and Employees and any other business.  The meeting will be held at the Franklin Township Municipal Building, 150 Century Lane, Dillsburg, PA.
