Zoning Workshop

March 31, 2005

 

CALL TO ORDER

The meeting began at 7:00 p.m.

 

ROLL CALL

Present were Supervisors Naomi Decker, John Shambaugh, Planning Commissioners Ed Campbell and John Holder, Wayne Kober, Dominick Picarelli, Planner Christina Fackler, Secretary Linda Hansen.  Visitors included: Rodney Decker, Mike Sunday, Bob Ruth.

 

ORDER OF BUSINESS

Tina Fackler reported on the questions from the last meeting regarding Carroll Township.  They will start their zoning process in the next month.  Their mixed use area will allow residential.  There was not a lot of talk about the industrial zone in the comprehensive plan.   Ms. Fackler will be looking at the Route 15 Corridor Study.

 

This evening’s discussion focused on the residential land uses and rural conservation.

 

The high density residential area will have expansion of public water and sewer.  The criteria for this district will include providing sidewalks, lighting, walk ways. Open space should also be considered.  The high density area in Franklin Township will be where the existing water and sewer is currently and can be easily expanded. Lot sizes will be dictated by the type and size of development proposed. Density as addressed in the comprehensive plan.

 

The comprehensive plan does not envision public water and sewer going into the low density residential areas.  The following factors were decided upon for the low density area:

 

The zoning ordinance must take into consideration environmental factors and preserving the mountain areas and watersheds.  Variances given to the zoning ordinance will set precedence.

 

NEXT STEPS

At the next meeting there will be a map of all the zones with an overlay of the topography, soils and environmental features.  The purpose statements of each district will be discussed as well as the limits of the zones and permitted uses.

 

The next meeting was scheduled for April 28, 2005 at 7 pm.  It is possible there will be two zoning meetings in May.
