CALL TO ORDER
The meeting began at 7:00 p.m.
ROLL CALL
Present were Supervisors Ed Balsavage,
Naomi Decker, Larry Lambert, Don Lerew, John Shambaugh, Planning Commissioners Allen
Hoffman and Ed Campbell, Dominick Picarelli, Planner Christina Fackler, Secretary
Linda Hansen. Visitors included: Rodney
Decker, Bob Eichelberger, Patrick Hephner, Cynthia Jones, Rex Bickley.
ORDER OF BUSINESS
Tonight’s discussion was on the creation of the Mixed Use
Area of the Zoning Ordinance.
The characteristics that were considered important for the
Mixed Use District :
- Keep
lot sizes flexible in areas that have ample infrastructure.
- Provide
land for roadway upgrades at the southern intersection of Route 15 and
Range
End Road.
- The
quadrant around the future interchange should be developed to obtain land
necessary for improvements.
- Land
use on the outskirts of the overlay area should remain as stated in the
comprehensive plan.
- Single
family dwelling lots should not be created.
- Residential
as the primary use will not be permitted.
- Commercial
use will be limited in intensity.
Factors: traffic, building size, impervious surface.
- No
heavy manufacturing will be allowed in the mixed use area. That will be reserved for the industrial
district.
- The
mixed use area will be the transitional zone between industrial and
residential uses.
Other discussion topics:
- Heavy
industrial uses shall be subject to state and federal environmental
regulatory requirements.
- Tax millage in the different districts may differ from
current residential tax rates.
Currently Franklin
Township
uses a flat rate for all uses.

Carroll
Township should be contacted
to find out how their zoning has changed in the past several months since
the adoption of the comprehensive plan.
- The
project should involve the review of Carroll
Township’s zoning ordinance
for plan consistency at the township borders. What was the reason behind the
designated industrial zone.
The next meeting was scheduled for March 31, 2005 at 7
pm.
