Zoning Workshop

August 9, 2004

 

CALL TO ORDER

Chairman Balsavage called the meeting to order at 7:00 p.m.   The meeting was held at the Franklin Township Municipal Building located at 150 Century Lane, Dillsburg, PA.

 

ROLL CALL

Present were Supervisors Ed Balsavage, Naomi Decker, Larry Lambert, Don Lerew, John Shambaugh, Planning Commissioners Allen Hoffman, Leroy Darr, Ed Campbell, John Holder,  Engineer Tim Knoebel, Secretary Linda Hansen.  Visitors included: Rodney Decker, Bob Eichelberger, Wayne Kober, Cynthia Jones.

 

ORDER OF BUSINESS

The meeting was held to discuss zoning.  The main purpose of this meeting was to set a time frame for the preparation of a zoning ordinance.  Tim Knoebel of KPI Technology presented a memo outlining the steps in the process: I. Initial Review and Scope of Development ,  II.  Prepare Draft Ordinance/Map/District Regulations,   III. Workshops,   IV. Revisions and Final Draft Preparation ,  V. Review and Adoption

 

It was decided it would be better to do the workshops together with the planning commission and board of supervisors.

 

Information in the comprehensive plan will be used.  Engineer Knoebel will prepare progress memos to keep the planning commission and board of supervisors informed.  The zoning ordinance will be a continuous item on the agenda for the monthly supervisors’ meetings.

 

York County Planning Commission will be kept informed of the progress of the zoning ordinance.  They can be used for technical assistance.  Naomi Decker said she would like York County Planning to be present at the first few meetings. 

 

The tentative time frame was set as follows:

            I.          Detailed memorandum prepared by the October board of supervisors’ meeting.

            II.         Next workshop to be held late November or early December.

            III.       Drafts of ordinance, maps, district regulations by February or March 2005

                        (workshops will be held as needed)

            IV.       Final draft of the document by August 2005

            V.        Adopt ordinance in November 2005

 

The solicitor will handle the public review and adoption of the ordinance.

 

Tim Knoebel stated he will do a technical memo detailing the time line.

Wayne Kober asked about KPI’s qualifications to do a zoning ordinance.  Tim Knoebel stated he has worked on zoning ordinances. He will also have an independent planner review the ordinance.  The planning has already been done for the comprehensive plan.  Naomi Decker was concerned that grant money will not be available since the zoning ordinance was not bid out to several consultants.

 

Ed Campbell asked about tracking the costs for the ordinance.  KPI will bill the township monthly.  The solicitor also bills the township monthly.

 

Linda Hansen talked to John Mizerak at the Governor’s Center for Local Government and was told the comprehensive plan needs to be adopted before grant money would be available.  John Shambaugh said he will call John Mizerak regarding funding.  Larry Lambert will call Charles Noll at York County about securing grant money.

 

Larry Lambert made a motion seconded by Don Lerew to adjourn.  Meeting was adjourned at 8:30 p.m.
