Special Meeting

ROLL CALL

Present were Supervisors Ed Balsavage, Naomi Decker, Larry Lambert, Don Lerew, John Shambaugh, Secretary Linda Hansen. 

 

ORDER OF BUSINESS

Chairman Balsavage called the meeting to order at 7:00 p.m.

 

The purpose of the meeting is to address snow removal.  Ed Balsavage made a motion seconded by Larry Lambert to adopt resolution 14-2004 to enter into the Municipal Winter Traffic Services Agreement with the Pennsylvania Department of Transportation.

 

Naomi Decker said Ed Balsavage asked the Roadmaster how he calculated his figures.  Gary prepared a worksheet that does not show a savings and she would like to see Larry’s calculations.  Supervisor Lambert stated he does not have paperwork to support his calculations.  He averaged the past two years expenses for snow removal and determined that the state roads the road crew would be plowing would be a 20 percent increase in mileage.  His calculations were based on a 20 percent increase for snow plowing.  Ed Balsavage said they would be increasing revenue by 40 percent for snow removal. 

 

Discussion included; salt may not be available if it is a heavy snow year, Carroll Township was involved with an agreement and may be discontinuing the snow removal of the state roads, the State has always used more salt and anti-skid than Franklin Township, ash is available at no cost from the incinerator.

 

Naomi Decker wanted it noted that if Penn Dot finds the Township is not taking care of the state roads to their requirements, they will hire trucks and the Township will pay the bill.

 

Vote:  Balsavage, Lambert, Lerew, Shambaugh – Aye;  Decker – Opposed for the reasons she stated.

 

The mileage on Franklin Church Road will be changed to 2.6 miles. The other roads included in the agreement are: Clear Springs Road – 3.79 miles, Mountain Top Road aka Brittany Lane - .5 mile, Cabin Hollow Road – 1.56 miles.  Total dollar value is $8,247.20. Total miles are 8.45.

 

Larry Lambert had one more issue.  The Roadmaster qualifies as an executive exempt employee; he has the primary duty of managing a recognized department; customarily and regularly directs the work of two or more employees; has the authority to hire and fire employees or recommend hiring and firing.  This issue was tabled. 

 

 

 

Don Lerew made a motion seconded by Ed Balsavage to pay the township employees for ½ a day holiday pay on Thursday December 23, 2004.  The regular full day holidays as stated in the employee handbook are Friday December 24th and Friday December 31st.  Motion carried by unanimous vote.

 

Brillhart Insurance will charge a 10% penalty on the unpaid premium to cancel the current policy.  It was decided to start the new insurance with the HDH Group beginning on January 1, 2005. 

 

Ed Balsavage made a motion seconded by Larry Lambert to adjourn.  Meeting was adjourned at 7:35 p.m.
