Hearing for the Comprehensive Plan

ROLL CALL

Present were Supervisors Ed Balsavage, Naomi Decker, Larry Lambert, Don Lerew, John Shambaugh, Engineer Tim Knoebel, Solicitor Edward Schorpp, Secretary Linda Hansen.  Visitors included: Marlin Pletcher, Wayne Kober, Bob Eichelberger, Peggie Williams, John Holder, Art Bert, John Williams, Rodney Decker, Patrick Hephner, Stanley McGee, Rob Edwards,

 

ORDER OF BUSINESS

Chairman Ed Balsavage opened the hearing with comments from the floor at 6:30 p.m

 

The comprehensive plan has been ongoing for the past several years.

 

John Holder wanted to know if the plan could be changed in the future and what would be involved to change the plan.  Solicitor Schorpp said the plan could be amended with the same procedures taken to adopt the original plan.  Ed Balsavage stated the zoning ordinance has to be generally consistent with the comprehensive plan’s land uses, not match it exactly. 

 

Naomi Decker said the township was informed by York County Planning approval will be needed from the other municipalities if any substantial changes are made.  There are sections of the plan that are listed as rural conservation and they are in areas that have public water and sewer.

 

The solicitor advised the township can amend its current plan or adopt another comprehensive plan at any time.

 

Rodney Decker wanted to know why Franklin Township did not write their own comprehensive plan.  John Shambaugh stated the reason was to share land uses.

 

Patrick Hephner stated that undesirable uses were not included in the comprehensive plan.

 

Naomi Decker read a statement that the plan is not about controlling growth and maintaining the rural setting, it is about control.  The entire statement will be included as part of the minutes.
