Zoning Workshop

November 16, 2004

CALL TO ORDER

The meeting began at 7:03 p.m.

ROLL CALL

Present were Supervisors Naomi Decker, Don Lerew, Planning Commissioners Leroy Darr, John Holder, Engineer Tim Knoebel, Planner Christina Fackler, Secretary Linda Hansen. Visitors included: Rodney Decker, Bob Eichelberger, Wayne Kober, Patrick Hephner, Rex ..., Mike Sunday. Larry Lambert, Ed Balsavage and John Shambaugh arrived shortly after 8:00 p.m.

ORDER OF BUSINESS

Tim prepared a memorandum of the proposed zoning ordinance draft outline. He stated they have done the initial scope review. All the mapping will be put on a CD. The zoning map will be prepared from the Franklin Township portion of the land use map from the Comprehensive Plan. Tax parcels will be put on the map.

Tim introduced Tina Fackler, from Planning Principles LLC. She has a classic planning back ground. Tim Knoebel stated KPI has 2 environmental planners and GIS mapping capabilities. Stages II and III will run together. The goal would be to have a document ready by next summer.

Ms. Fackler stated she was a planner with Tri-County Regional Planning Commission for a little over 10 years. That is Dauphin, Perry and Cumberland counties. For several years she worked with a development and engineering group. Recently she started her own planning firm. The zoning ordinance will be focused on the needs and desires in Franklin Township. One of the workshops will deal with the purpose of each district. Every district sets conditions for uses. Good design is very important.

Wayne Kober expressed his concern about the safety of the interchanges on Route 15. The comprehensive plan does not address this issue. The Penn Dot plan involves Route 15 North of Golf Course Road.

Mr. Kober would like York County Planning to be involved in the early stages of preparation of the zoning ordinance for Franklin Township. Tim Knoebel said County Planning Commissions usually have a staff member present at the meetings to keep track of what is occurring but not to tell the township what to do.

Tim Knoebel said it is important to keep the zoning ordinance simple and definitely keep within the schedule. Franklin Township does not need a complex ordinance that is difficult to understand.

Naomi Decker was concerned that the future land use map is not consistent for development where public water and sewer are located.

Tim Knoebel explained districts may have different definitions. Clustering provisions are allowed in rural conservation. Rural conservation and rural residential would have different requirements and densities. Ms. Fackler stated the intent of the district is very important. Districts will be created from the land uses established in the comprehensive plan. Development design needs to be considered.

Wayne Kober said no zoning ordinance is perfect. There is a process that can change the comprehensive plan in the future. The township has to move forward and adopt the comprehensive plan.

The next workshops should occur in January and February. Tim will give a list of dates to the secretary who will prepare a memo for the supervisors and planning commission. The supervisors and commissioners will need to inform the secretary the dates they are available.

Information needs to be presented to the township residents. This can be done through an article in the Banner. If a press release is utilized it needs to be written for the paper, include a quote from the supervisors or planning commission, and it must be approved by the board members.

Wayne Kober was concerned that attendance by the board and planning commission is crucial.

Notes will be prepared and distributed after the meetings.

Larry Lambert arrived. Wayne Kober asked him if York County Planning would be asked to attend the zoning workshop meetings.

Eventually a large zoning/ land use map will be on display in the township office.
